Emma is a specialist in driving public sector market entry for new and established innovators, applying innovation-led strategies particularly in digital, IT and software applications.
In the health and justice sectors, Emma has supported the design and implementation of new services that address complex policy challenges and user needs. Her work often involves research into the unique dynamics of sensitive environments – prisons and other law enforcement and health installations for example. Emma has particular expertise in understanding the influence of local contexts and politics, to enable her to co-design innovative, ground-up solutions. For example, in 2025 Emma led the research, service design, and proposal strategy for a client’s first major win against well-established competitors to establish and implement a police custody contract in the UK.
More recently, Emma has translated complex technical capabilities into high-value digital propositions for IT consulting, software, and technology companies. Gaining deep understanding of the full technology lifecycle, from modern cloud architectures like AWS, microservices, and CI/CD pipelines to legacy system decommissioning. As part of this, Emma is involved in embedding principles of automation, innovative AI solutions and enhanced security to align with government digital strategy and innovative goals. This expertise has led Emma to be instrumental in leading bids with a cumulative value of over £200 million in just five months for major UK government departments like the MoD and NHS.
Emma is a former English Teacher, with a meticulous and methodical talent for rapidly developing deep subject-matter expertise. Allowing her to challenge assumptions, generate innovative ideas, and shape compelling, evidence-based solutions that directly address organisational and end user priorities. Emma combines analytical rigour with creativity, which supports organisations demonstrate their true strengths while identifying opportunities for future growth.
