Tudor Pettengell

Bids & Solutions Architect
Tudor has expertise as a Bid Director and Solutions Architect with over 10 years’ experience securing high-value government procurements across digital and IT public sector services such as in justice, healthcare, security, resilience, sustainability, space and defence. In his Bid Director roles, Tudor oversees the full bidding lifecycle—from pipeline planning and governance through to bid strategy, writing and peer reviews. He works closely with C-suite stakeholders to refine strategy, improve decision-making (e.g., faster bid/no-bid processes), and reduce costs; creating self-sufficient and effective bidding capabilities.
As a Solutions Architect, Tudor specialises in taking end user services from concept through to contract award and delivery. Tudor combines detailed research, design, and stakeholder engagement to ensure every component from IT and digital architectures and service delivery models to workforce planning and facilities and infrastructure provision—integrates seamlessly into a coherent, offer. This has enabled Tudor to:
- Lead international, cross-functional teams on multi-billion-pound training programmes (e.g. Army Collective Training).
- Support SMEs to break into new markets, securing first-time contract wins against established competitors (e.g. Custodial Healthcare).
- Deliver significant new contract wins for clients by ensuring solutions are technically robust, operationally viable, and strategically aligned.
- Lead the design and submission of high-publicity complex government contracts (e.g. Inland Border Facilities, NHS App, UK Immigration Processing Centre)
Tudor’s Enterprise Architecture background gives him a deep understanding of IT, ensuring that digital and technical solutions are accurately designed, mapped to requirements, and compliant with standards such as GDS, TCoP, and NCSC. He clearly articulates methodologies including Agile, DevOps, SAFe, ITIL and TOGAF; and design cloud-native solutions, helping clients demonstrate capability and compliance with assurance.
Tudor has extensive experience providing architectural leadership to European research projects, particularly H2020 and Horizon Europe, gaining him insight into emerging technologies, methodologies, and policy approaches. Tudor is a chartered manager and MBA graduate, able to apply these forward-looking ideas pragmatically across industries to deliver more efficient, sustainable, and valuable solutions.
